The Brazilian Participatory Budget began in 1989, in the city of Porto Alegre, in the southern region, being the oldest in the world. Participatory budgeting is a process of democratic deliberation and decision-making in which citizens decide how to allocate part of the municipal budget. Social movements and civil society organizations play an important role in the process. In Belo Horizonte, in the southeast region, the Participatory Budget process began in 1993, by instituting new ways of doing and organizing popular participation in municipal decisions. Popular participation gained a significant role in the conception, planning and implementation of public policies together with the public administration, turning this style of governance into a national and international reference of participatory management.

    Urbanization of a low-income neighborhood

    CTP is when a whole neighborhood becomes urbanized and the PB can be recognized as a process that changes the city positively. It is an interesting turning point as an entire neighborhood is urbanized by the community's efforts via the PB.

    In 2014 new posts and new roles were created in PB’s management in Belo Horizonte. It was an importante structural change in the PB because of the new relationships between the different organs of the city, the regional managers and the communities.

    The entry of associated entities into the PB process provoked great movement in PB, bringing a renewal of participation. A new set of participants came who were mainly representatives from kindergartens and nursing homes.
