Participatory Budgeting is operating in Fortaleza, Ceará, Brazil, since 2005.  PB is a decision-making process formed by the inhabitants and part of a government team from a specific city or neighborhood, in which citizens construct the Public Budget Investments Plan based on their realities and necessities, through a complex participatory procedure.

    Participatory Budgeting Emptied

    This CTP relates to a running out of funds to the PB in the city of Fortaleza in 2006.The problem is reported as a learning period, in which the population was consulted about their demands, however, no budgetary limit was set for this to occur. The result was a generalized crisis and discredited process.

    The PB Fortaleza was implemented in 2005, when a mayor affiliated with the Workers Party was elected for the municipal government. When a new mayor affiliated with Democratic Labor Party was elected, this changed popular participation in Fortaleza.
